Exclusive Strategic Partnership Between NAFFCO and SB Investment to Develop and Operate the Civil Defense Sector in Iraq and the Kurdistan Region

SB Holding Group proudly announces the signing of an exclusive strategic partnership between its subsidiary SB Investment LLC and NAFFCO, the global leader in fire protection, safety, and civil defense systems.

This collaboration, conducted in official partnership with both the Government of Iraq and the Kurdistan Regional Government, represents a historic milestone in national safety and industrial transformation.

A USD 2.35 Billion Investment in the Future of Safety

The partnership encompasses the development, modernization, and operation of the Civil Defense sector across Iraq and the Kurdistan Region — introducing advanced firefighting, rescue, training, and emergency response systems designed to save lives, protect assets, and strengthen national preparedness.



As part of this initiative, approximately 20 factories will be established within NAFFCO Industrial City 1 in Baghdad and NAFFCO Industrial City 2 in Erbil, creating one of the largest integrated safety manufacturing and training ecosystems in the region.

The total investment value exceeds USD 2.35 billion, comprising:

  • USD 1.4 billion for the development and operation of Civil Defense systems
  • USD 950 million for localizing the full manufacturing of NAFFCO products — including fire trucks, ambulances, pumps, and advanced safety systems — within Iraq and the Kurdistan Region
